The Aging and Disability Services Division (ADSD) is seeking a dynamic and experienced clinical manager to lead the Adult Services (AS) and Adult Protective Services (APS) units. This position will manage the AS and APS programs and assume a significant leadership role in the provision of state-mandated adult protective services and adult social services and guardianship programs. The AS/APS Program Manager supervises a team of ten (10) social workers and provides clinical guidance, ensures compliance with applicable regulations and standards, and collaborates successfully with other County and community stakeholders. The AS/APS Program Manager provides strategic planning, direction, management oversight and evaluation of the AS/APS units and is accountable for operation of services, program outcomes and monitoring budget expenditures for each fiscal year. The employee reports directly to the Community Supports and Coordination Services Bureau Director and works closely with other program leaders in the division.
Specific duties include:
Directing and managing services and activities related to adult services and adult protective services units to include overseeing case management and investigations, case staffing, assisting with the identification of issues and concerns, risk reduction, helping develop strategies to address complex case issues and formally approving investigative findings;
Reviewing documentation and program records to ensure compliance with quality and regulatory standards and administers the programs in accordance with the guidelines and policies of all licensing entities;
Overseeing AS/APS operating budget, executing payment of invoices for services rendered, and monitoring budgets to ensure expenditures remain within the approved unit budget;
Providing contract administration for the unit to include monitoring contractor performance, helping write scopes of work and final awarding of contract;
Preparing a variety of documentation such as presentations, reports, standard operating procedures, budget and performance measures, and grant documentation;
Serving on interagency, departmental, and community work groups and providing consultation during interdisciplinary meetings; and
Conducting outreach to promote community awareness of services available to prevent and address abuse, neglect, and/or exploitation.

Selection Criteria
Minimums:
Master's Degree in Human Services, Social Work, Counseling, Gerontology, Psychology, or other related clinical discipline all of which required a clinical practicum/internship involving diagnostic, treatment, and case management services prior to graduation.
Significant and progressively responsible experience providing professional clinical social work services, which included the application of diagnostic, treatment, and case management services; and
Current licensure as a LCSW, LPC, LCP, or LMFT.
Desirables: Preference may be given to candidates with one or more of the following:
Direct experience as an adult services or adult protective services worker.
Proven experience coordinating and delivering services through an integrated service model and throughout the range of service intensity in the continuum of care.
Experience managing adult/geriatric social work case management and mandated adult protective services and knowledge of evidence-based practices in the community.
Demonstrated record of achievement and innovation in the management and delivery of human services for older adults.
Knowledge of a No Wrong Door system of record, such as PeerPlace electronic database, the system of record for Virginia AS/APS programs.
Coordinating and delivering services through an integrated service model and throughout the range of service intensity in the continuum of care.
Special Requirements
Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide, a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
A background check is required and may include checks of the following: criminal record, driving record, education, professional licensure, and credit check and may require signing a release authorizing the County to obtain this information. The position will require travel around Arlington County. Applicant must possess or obtain by the time the appointment a valid Driver's license from the applicant's place of resident or be willing to use alternative modes of transportation.

Additional Information
Work Hours: Between 8am to 5pm, Monday through Friday, with occasional after hours and weekend hours to ensure client's safety, health, and welfare. Occasional assistance with assuring on-call response for crisis intervention for APS reports of vulnerable adults.
