SCOPE & PURPOSE

This position involves administrative support appropriate to the management and operation of a 235 unit affordable residential housing community for seniors and qualifying physically handicapped adults and its affiliated corporations, with particular responsibilities for certifying applicants and re-certifying existing residents for their eligibility for financial subsidies from the Department of Housing and Community Development.

Duties & Responsibilities:

Duties & responsibilities may include, but not limited to:

 

1. Provides information in person or by phone to interested persons regarding Homecrest House, its policies and procedures.

2. Organizes applicant’s files in accordance with Tenant Selection Plan.

3. Interviews applicants as requested and evaluates applicants for compliance with Section 8 and project regulations and selection criteria. 

4. Performs initial certification for subsidy determination. 

5. Familiarizes applicant and new residents with the Section 8 subsidy program. 

6. Completes initial, interim and annual re-certification in compliance with regulations in HUD Handbook 4350.3.

7. Notifies residents in accordance with HUD regulations of re-certification deadline.

8. Manages collection of necessary income, asset and qualifying medical deductions verification and completes  all required documentation and notices associated with initial, interim and annual re-certification in a timely manner using HUD-compatible and approved software. 

9. Transmits required information to HUD monthly and as needed, using the TRACS software system. 

10. Receives, reviews and implements HUD communicated instructions as appropriate.

11. Performs duties as assigned to assure the professional operation of a 235 unit apartment complex and its related corporations.

12. Maintains database of required resident information using approved HUD-compatible software and  submits vouchers to HUD or HUD-delegated contractor in a manner, which assures receipt of monthly Housing Assistance Payment.

13. Performs clerical functions including, but not limited to generating letters and notices to residents regarding material matters of business between the property and the resident.  Helps maintain the intra-office area organization, neatness of counter space and all storage cabinets.

14. Performs the duties of receptionist as requested and, in the absence of the receptionist, monitors internal security system and admits to the premises residents, visitors and relatives of the residents.

 15. Respond to resident's emergency call for assistance with dispatch.  Makes calls to the family regarding the resident emergency with tact, calm and promptness. 

16. Records promptly an Incident Report for the Executive Director’s review.

17. Practices safety procedures and comply with established reporting of accidents and injuries.

18. Provides prompt, efficient, courteous and quality service to all residents.

19. Observes and protects resident’s rights to confidentiality, privacy and dignity.

20. Perform all other duties as assigned.

Qualifications:

  • High School Diploma/GED required

  • Demonstrated experience  in multifamily affordable housing management preferred. 

  • Computer literacy and familiarity with Microsoft Office.  Experience or willingness to learn affordable housing management software preferred

  • Able to prioritize, focus on and accomplish designated tasks despite frequent interruptions and competing demands.

  • Communicates effectively verbally, in writing or with electronic equipment, in English, to make self understood by residents, coworkers, families of residents and the general public.  Comprehends oral and written instructions in English

  • Ability to independently research and problem solve utilizing various resources

  • Excellent communication skills and the ability to complete tasks timely and successfully with minimal supervision

  • Detailed knowledge of compliance programs including but not limited to 202 section 8 Programs

  • Able to move freely throughout the building, its apartments and grounds

Physical Requirements:

  • Ability to lift approximately 10-15lbs. when necessary

  • General office setting components which may require periods, extended at times, of sitting, standing, operating a computer, printer, copier, scanner or fax machine as well as filing documents as required

  • Ability to travel independently to properties managed by Residential One when needed
